The European Commission has removed Benin and Mozambique from the EU Air Safety List of countries with unsafe carriers.
EU transport commissioner Violeta Bulc said the safety reforms of Benin and Mozambique "have paid off".
The decision on 16 May 2017 allows all airlines certified in the two countries to fly to and from airports in EU member countries - but four airlines have been added to the blacklist: Med-View (Nigeria); Mustique Airways (St Vincent & the Grenadines); Aviation Company Urga (Ukraine); and Air Zimbabwe.
This brings to 187 the total number of airlines on the EU Air Safety List, from 16 countries.
